Fisher Consulting Group provides independent review, consultation, and expert analysis in matters involving law-enforcement use of force and officer-involved shootings. The work centers on the investigation itself — how it was built, what it shows, and whether it was thorough and defensible — from the perspective of an investigator who has supervised these cases.
Expert Case Review & Testimony
Independent use-of-force and officer-involved-shooting review for counsel: case analysis, report preparation, and testimony in criminal, civil, and administrative matters. Opinions rest on the facts and applicable standards and are not contingent on the outcome of the matter.
Court-Appointed & Indigent Defense
Fisher Consulting Group is available for court-appointed and OPDC-funded use-of-force expert work, within pre-authorized scopes established with appointed counsel.
Involved-Officer Cognitive Interview
A structured, two-stage involved-officer interview informed by formal Cognitive Interview training, designed to preserve memory, reduce contamination, and document uncertainty. The process supports counsel’s understanding of an officer’s recall. It is not testimony coaching and does not replace the official investigation.
Officer-Involved-Shooting Investigation Review
Independent review of an OIS investigative file for thoroughness and for conformance with SB 111 and the applicable county deadly-force plan and interagency agreement — a conformance and completeness review, not a use-of-force justification opinion. Available to counsel, agencies, and deadly-force planning authorities.
Small-Agency Use-of-Force Review
Ongoing, independent review of routine (non-deadly) use-of-force reports against constitutional, statutory, policy, and reporting standards, with trend analysis and recommendations, for smaller agencies without in-house capacity — engaged through agency or city counsel.
Training & Instruction
Officer-involved-shooting investigation training for agencies and investigators, built around a 40-hour flagship course, with shorter responder, refresher, and supervisor courses. The training builds better, more thorough investigations from an operational, investigator-centered perspective.
