About Fisher Consulting Group

Fisher Consulting Group is the independent use-of-force practice of Erik R. Fisher — a retired Oregon law enforcement supervisor who works with attorneys, agencies, and the parties responsible for evaluating police use of force. The practice brings an investigator’s perspective to a specific question: how a thorough, defensible officer-involved-shooting investigation is built, and how it should be read and evaluated.

Erik R. Fisher, Principal Consultant

Erik R. Fisher is a retired Oregon State Police Sergeant First Class with 27 years of Oregon law enforcement experience, including service as a Major Crimes supervisor and as the Lane County Interagency Deadly Force Investigation Team (IDFIT) supervisor. In that role he held regional supervisory responsibility for officer-involved-shooting and deadly-force investigative response and supervised approximately 20 officer-involved-shooting investigations.

His use-of-force qualifications include Force Science certification as an Advanced Specialist in the Behavioral Analysis of Force Encounters (300 hours) and as a Force Science Analyst, along with formal Cognitive Interview training. He is an Oregon Licensed Private Investigator (No. 130392).

The practice centers on how a thorough, defensible use-of-force investigation is built and evaluated — an investigator’s perspective applied to review, consultation, and training. Fisher works as an independent evaluator, available to counsel on either side of a matter.

Our Approach

The work is grounded in a simple standard: a use-of-force evaluation is only as sound as the investigation beneath it. Drawing on experience supervising roughly 20 officer-involved-shooting investigations and formal training in force science and human performance, Fisher Consulting Group brings a calm, methodical approach to complex and sensitive matters — focused on the evidence, the timeline, and the documentation a fair conclusion depends on, with respect for everyone involved.
